How to determine attribute of underlying feature?

I have 3 layers:

1. rectangular plot shape-files spanning 2 counties
   
2. Soil survey polygon map for one county
   
3. Soil Survey polygon map for adjoining county
   

Each section of the soil-survey map has an attribute name. I want to determine the name of the soil-survey zone for each overlying plot.

I know how to do this for raster data, but I'm not sure how to do it with two shape-files.

Also, I'm indifferent as to how to handle plots that overlap multiple soil type zones... Is there a way to simply select the one that has the most coverage? Or perhaps an equally useful way to just list all underlying soil types?

Seems to me like I have to rasterize my polygon maps somehow??
