One can say that in ArcGIS, there is a fine-grained API (ArcObjects) and coarse-grained API (arcpy). Esri has exposed a lot of useful functionality as Python functions and methods in arcpy, which is terrific for anyone striving to automate GIS workflows. However, there are still some tools or functions that can be accessed only via the ArcMap GUI or via ArcObjects.
For instance, you cannot create new ArcMap map document (.mxd) bookmarks programmatically with arcpy and neither can you transfer them between the map documents. You need to save map document bookmarks in an ArcGIS Place File (.dat) and then load in another map document. So, to automate this, I have personally used ArcObjects.
There is the ArcGIS Ideas website, but it's impossible to filter those ideas to match my question.
Let's not take any GUI-related things though such as having extra panels in ArcMap or being able to right-click a shapefile and send via email. Perhaps the question should be converted to wiki.
