I am new to making maps. So how to create a layers for a particular region. I am trying to make a map that shows how much rainfall had occurred over a period, how much water enters into settlement in that period etc. I want to know what are the open source tools available to make the layers from scratch, what data's i need to have before proceeding, what are the technologies i need to visualize it after it's created.
