Blank or polygon basemap in QGis desktop?

One often sees "maps" say of the US where the states are represented by rectangles but are still arranged geographically to aid the reader in identifying them. I would like to construct something similar for precincts in a legislative district.

One might say this is a chart or drawing rather than a map, but I have data about the precincts that fits nicely into layers. So I'd like to use QGIS for this. (I have a shapefile for the precincts but they vary significantly in size and that's not relevant to what I'm doing.)

I can add a polygon layer for the precincts but this would be a layer on top of a basemap. It seems I need either a blank basemap or a way to make a polygon layer into a basemap. Is there some way to do one or the other?

Or is QGIS the wrong tool altogether? -- I've looked at Chart and Draw in Open Office, but they don't seem to fit my needs.
