ArcMap 10.2 toolbars will start blinking/flashing uncontrollably as well as the map screen also blinking "not responding". I can sometimes stop it by clicking on a neutral area on the screen but I usually have to start the Task Manager in Windows 7 but not stop the program, I just escape and the screen is back to normal?
