Working in coordination with the humanitarian community and the Government of Jordan, the IRC's assistance programs for Syrian refugees in Jordan include both camp-based and urban-based refugee assistance. IRC is currently addressing the needs of conflict-affected Syrians from several operational bases in the region.
IRC’s activities in the region focus primarily on the supply of vital medications and medical supplies, non-food items, water and sanitation and child protection and form part of an over-arching humanitarian response in Jordan, Lebanon, Turkey, Iraq to assist refugees, IDPs and conflict-affected Syrians survive conflict and displacement.
The IRC Musa’ada program aims to greatly increase the reach, impact and sustainability of health and protection interventions inside Syria. Specifically, the project aims to satisfy the immediate needs of conflict-affected Syrians and support the re-establishment of health and protection services in partnership with NGOs and civil society organizations.
The IRC Estijabaah program provides assessment and monitoring capabilities inside Syria. It has been developed to ensure IRC-funded programs better understand and responds to the shifting needs on the ground, as well as monitor programmatic implementation and partner activity in Syria. The program is driven through Information Communication Technology (ICT) and web-based interfaces, providing data access, analysis and reporting.
Job Overview/Summary:
The Musa’ada GIS Officer will support IRC Musa’ada and Estijabaah programming in the Syrian Response region. This position will work as part of dynamic team, engaged in information and geospatial data management tasks, focused on creating visual deliverables, maps and infographics, in order to plan, and inform programming decisions.
The Musa’ada GIS Officer will actively participate in ongoing spatial data management activities, GIS projects and future IRC regional mapping efforts. He/she will effectively manage and report on projects with a focus on GIS data representation, data mapping, development of standardized GIS deliverables, training and coordination with staff and implementing partners
Major Responsibilities:
Design, Presentation and Maintenance
• Assist in the design and advancement of program databases and how data components are represented. Use knowledge of programming languages, add/tweak formulas and charts that aid program monitoring, tracking and data representation. Design program presentations.
• On a daily/weekly/monthly basis, provide his/her supervisor with narrative information/reporting and Cross-Border program data representations as required. Provide his/her supervisor with donor, partner and program activity summaries as they relate to GIS tracking
• Create deliverables using GIS applications, including ESRI ArcGIS, QGIS, GRASS, Adobe software suite and/or additional imagery software.
• Compile geographic data from a variety of sources such as field observation, mobile data collection, organic/standardized data tables and satellite imagery. Conduct research to locate and obtain existing databases of humanitarian needs and spatial coverage of programming.
• Help gather, fact check, analyze and integrate programmatic and spatial data from staff and determine how the information can be organized and displayed using GIS.
• Generate real-time geographic layers specific to programming. Update base maps with the support of the Musa’ada team. Follow and adapt to procedures concerning data collection and data management and mapping
• Manage assigned GIS and IM projects in order to meet the various project objectives within budget and within the allotted time frame and report promptly any operational concerns to his/her supervisor.
• Ensure accurate and timely reporting of activities according to IRC, donor and other applicable timeframes and formats.
Communication and Coordination
• Champion GIS and IM best practices. Coordinate with IRC colleagues, local and regional, to develop GIS and IM resources ensuring integration of solutions.
• Take part in and actively maintain appropriate, regular, transparent and supportive communication structures with the assigned team, advisors and other relevant stakeholders, with the objective of ensuring cooperation and partnerships.
• Participate in IM coordination meetings, internal trainings, and other working groups or meetings, feeding back to the Cross-Border team on relevant issues.

Key Working Relationships:
Position reports to: Cross-Border Program Coordinator
Position directly supervises: No direct-reports.
Indirect Reporting: Musa’ada Sub-Grants Coordinator
Other internal: Frequent contact with Musa’ada Program Team, Estijabaah Program Team and IRC Jordan senior staff. Occasional contact with relevant program leads in IRC Turkey, Lebanon and Iraq, IRC Jordan Communications Dept., IRC ICT4P Regional Coordinator, and IRC M&E Jordan/Regional staff.
Other external: Other Syrian response NGOs, professional associations related to IM and GIS.
Job Requirements:
• BS or MS in geography, computer science, GIS or related field with a minimum of 5-year experience as a GIS Analyst or equivalent.
• Experience in managing spatial data and information. Knowledge and experience of programming with databases and maps, use of programming languages would be an asset. Experience of designing and maintaining relational databases.
• Experience in GIS development, knowledge of the ESRI ArcGIS software suite, and experience of ODK (open data kit), ONA, Zoho Reports and/or other data collection tools. Knowledge of Box, Tile Mill, Mapbox, QGIS, PostgreSQL, PostGIS, and Adobe Suite software. Experience with Google Mapping, OpenStreetMap, SQL/Python programming skills,
• Experience in managing spatial data and information. Knowledge and experience of programming with databases and maps, use of programming languages would be an asset. Experience of designing and maintaining relational databases
• Experience conducting research to locate and obtain existing spatial and non-spatial data. Demonstrated ability to create visually informative and appealing maps and infographics. Strong data management skills and the ability to present deliverables to a variety of audiences.
• Advanced Excel, Powerpoint and Word skills.
• Experience working on international development or humanitarian response projects, preferably with field experience.
• Excellent communication, coordination, and information management skills. Fluency in Arabic is required. Fluency in English (written and spoken) is required.
• Ability to multi-task is advantageous to the position. Must have the ability to work within different environments, this includes office and warehouse environments. . Self-starting abilities are a must. The flexibility to change tasks quickly and provide documents/records to various personnel is preferred. Must have an ability to work as an active team member but independently, with limited guidance.
Working Environment:
The position is based in Amman with standard office work environment.
